Insurer of last resort
Minnesota FAIR Plan Association
Minnesota's insurer of last resort, created in 1968 under the Minnesota FAIR Plan Act (Minn. Stat. 65A.31 through 65A.42). Eligibility is exclusionary by design: an applicant must have been cancelled, non-renewed, or otherwise unable to obtain coverage in the private market, and an applicant holding any offer from a standard carrier is ineligible. The Plan writes homeowners forms for owner-occupied primary residences, plus renters, townhome/condo, dwelling-fire, farm and commercial fire forms; non-owner-occupied dwellings, rentals and second homes fall to the narrower named-peril dwelling-fire form rather than a homeowners policy. Dwelling coverage is capped at $500,000. It is a backstop, not a substitute for a standard policy -- coverage is narrower than an HO-3 and it carries no liability on the dwelling-fire forms.
