- Wisconsin's FAIR plan, known as WIP, providing basic property insurance to owners who cannot get coverage conventionally. It operates like a small insurance company - underwriting its own applications, surveying properties, adjusting claims, and issuing its own checks - under a Governing Committee of eight insurer representatives, two agents and five public members, supervised by the Commissioner of Insurance. It writes homes, rental dwellings and certain business properties, but not farms, manufacturing-classified commercial property, or vehicles. To apply, a property owner must submit an application, a premium deposit, and documentation of rejection by at least one licensed insurer; a WIP representative then inspects and photographs the property before a decision. The Homeowner Program covers fire and lightning, extended coverage perils, vandalism and malicious mischief, and on-premises theft with a $1,000 basic limit, and is the only WIP program that offers any liability coverage - the Dwelling and Commercial programs have none. Settlement is the important limitation: personal property losses are paid on an actual cash value basis, partial dwelling losses are settled on the cost of repairs using common construction methods, and WIP does not offer replacement cost settlement on either dwelling or personal property. Condition charges - extra premium for deferred maintenance such as missing shingles - are added at first renewal if the noted repairs are not made. WIP is explicitly temporary: after four years it cannot renew a policy, and the policyholder must shop the open market again before reapplying.
