Massachusetts taxes the car every year, not just at purchase

A recurring annual tax on the vehicle’s value applies here — assessed at 90% of value at a representative 2.5% rate. It never appears in a monthly payment and is easy to miss when comparing states.MGL c.60A s.1, assessed by the city or town of registration. THE VALUATION IS A PERCENTAGE OF MANUFACTURER'S LIST PRICE IN THE YEAR OF MANUFACTURE — not purchase price, not current book value, so a buyer who negotiated a discount still pays excise on full list. The statutory schedule is 50% in the year preceding the year of manufacture, 90% in the year of manufacture, 60% in the second year, 40% in the third, 25% in the fourth, and 10% in the fifth and all later years. assessmentRatioPct is the 90% model-year figure, appropriate for a new purchase and materially overstating for anything older. The 2.5% rate ($25 per $1,000) is uniform statewide and set by statute — municipalities do NOT set their own excise rate, unlike real property, so 'typical' here is exact rather than representative. Minimum $5.

Local tax in Massachusetts

No local add-on — Massachusetts imposes a single statewide 6.25% sales/use tax with no county or municipal option, so the state rate is the entire rate everywhere in the Commonwealth. The separately levied annual motor vehicle excise is a distinct property-type tax, not a sales tax add-on.
