That is the common rule, but it is not universal — a handful of states tax the full sticker price regardless, and the calculator below applies whichever rule is actually North Dakota’s.

North Dakota applies a 5% motor vehicle excise tax in place of state and local sales tax on a vehicle purchase. It is remitted to the NDDOT Motor Vehicle Division at registration, acting as agent for the Office of State Tax Commissioner, rather than collected at point of sale, and there is no city or county add-on. Where a vehicle is acquired other than by purchase, the base is fair market value.
